Specialist workplace-based SVQ assessment for Social Services & Healthcare employers
philosVQ works with employers seeking a specialist alternative to high-volume qualification delivery.
As a Qualifications Scotland-approved SVQ centre, philosVQ provides workplace-based SVQ Level 2 Social Services and Healthcare and SVQ Level 3 Social Services and Healthcare.
Employers benefit from a professionally managed service, consistent assessor contact and clear visibility of candidate progress, with assessment that also supports wider workforce development.
Quality over volume
philosVQ deliberately maintains a manageable candidate caseload so that time can be dedicated to purposeful assessment planning, regular assessor contact and developmental feedback.
The priority is assessment quality rather than throughput, allowing support and planning to remain responsive as candidates progress.
A fully Managed Employer Service
philosVQ manages the SVQ process from candidate application through assessment, internal quality assurance and certification administration.
Employers provide the workplace context needed for authentic assessment without having to manage the qualification process themselves.
For employer-funded cohorts, agreed progress reporting can cover candidate engagement, assessment progress, planned activity and emerging barriers where employer support may be helpful.
This reduces the administrative burden on managers and Learning & Development teams while maintaining appropriate visibility of candidate progress.
Occupational & Assessment Expertise
philosVQ is led by Sam Baker, an experienced SVQ Assessor and Internal Verifier with more than a decade of front-line and leadership experience across supported-living, housing support services and care-at-home services.
This includes experience of complex support, person-centred planning, communication, risk management, multidisciplinary working and staff development.
That occupational background is complemented by extensive SVQ assessment and internal-verification experience across adult health and social-care settings.

This provides an understanding of both the occupational practice being assessed and the standards required to make robust assessment decisions.
More than qualification completion
An SVQ has an important role in demonstrating occupational competence and supporting workforce registration requirements.
The philosVQ Approach also takes a longer-term view.
When candidates are supported to recognise the knowledge, judgement and skill within their everyday work, assessment can contribute to:

Competence

Professional Confidence

Ownership

Workforce Development
The aim is for candidates to complete a robust qualification while also becoming more confident in recognising and explaining the professional value of their own practice.
The Candidate Journey
The philosVQ candidate journey follows four structured stages, connecting assessment to each candidate’s role and workplace practice.
1. Role & Readiness
Before enrolment, philosVQ establishes whether the proposed SVQ level reflects the candidate’s responsibilities and workplace opportunities.
This provides a clear starting point and helps identify any practical considerations before assessment begins.
2. Induction & Planning
Candidates complete an SVQ induction and agree a purposeful assessment plan, identifying suitable evidence opportunities within their normal role.
3. Workplace Assessment
Competence is assessed through authentic workplace evidence, including observation, reflective evidence and professional discussion.
Assessment planning continues throughout the qualification as new evidence opportunities arise.
4. Development & Ownership
Developmental feedback helps candidates recognise their progress, understand what further evidence is needed and develop confidence and ownership of their assessment.
Working with Learning & Development
philosVQ aims to complement an organisation’s existing Learning & Development activity rather than operate separately from it. Where appropriate, assessment can take account of:

Organisational Learning

Role expectation

Professional Practice

SVQ Assessment
Relevant internal learning, organisational values, role expectations and candidate development goals can help provide context for assessment while the qualification remains aligned with the National Occupational Standards and relevant assessment requirements.
Regular communication also provides an opportunity for Learning & Development teams to give feedback, review how the partnership is operating and identify areas where the service could be improved.
Role-Relevant Assessment
Final unit selection and assessment planning are based on each candidate’s actual role, responsibilities and naturally occurring evidence opportunities.
Rather than prescribing the same evidence programme to every candidate, philosVQ identifies where competence is already being demonstrated through the work the individual is trusted to undertake.
Employer- Funded SVQ Fees
| Qualification | Fee per candidate | Typical timescale |
|---|---|---|
| SVQ Level 2 Social Services & Healthcare | £1,250 | 6–9 months |
| SVQ Level 3 Social Services & Healthcare | £1,750 | 9–12 months |
Payment in full at enrolment is the preferred option.
Employers can also discuss a six-month payment arrangement, with candidate fees divided into equal monthly instalments.
Where several employees form part of the same cohort, payments can be consolidated into a single employer invoice.
Completion timescales are indicative and depend on candidate engagement, role, workplace evidence opportunities and individual circumstances.
Small Employer Cohorts & Pilot Partnerships
Employers do not need to begin with large candidate numbers.
philosVQ can work with a small, carefully selected cohort where a more focused and developmental approach to SVQ assessment may add particular value.
This can provide an opportunity to evaluate:

Candidate Experience

Assessment Quality

Employer L&D Value

Monthly Reports
A pilot or initial cohort can then be reviewed jointly before either party considers a wider arrangement.
Cohort size, qualification mix, reporting arrangements, payment structure and any employer partnership pricing can be discussed according to organisational requirements.
Interested in an Employer Partnership
An initial conversation provides an opportunity to discuss your organisation’s current SVQ requirements and the roles and responsibilities of potential candidates.
This can help establish whether SVQ Level 2 or SVQ Level 3 in Social Services and Healthcare is most appropriate, taking account of existing Learning & Development arrangements and workplace expectations.
The discussion can also consider candidate numbers, anticipated timescales and any employer reporting requirements.
Where appropriate, we can explore the option of starting with a small initial cohort, allowing both parties to establish a practical approach before considering a wider partnership.
